Yes, this ability can still be usd.

"Blazing Incineration" is an ability that allows you to choose up to 1 card each from your opponent’s units in play, set cards, and graveyard (for a maximum total of 3 cards) and remove them from the game.  “Choose up to” means you can also choose 0 cards.

No. You cannot play this ability until after the card or ability to put your opponent’s unit into play fully resolves, and an enemy unit has actually entered play during your turn as a result. Once that happens, then you can play this ability as an instant action.
